The RS government will call
tenders for the selection of strategic partners of the entity's power
utility Elektroprivreda RS for the construction of 4 hydroelectric power
plants on the upper basin of river Drina by the middle of August, RS
industry minister Slobodan Puhalac said.
The total investments in the
construction are estimated to amount to EUR 423mn (KM 827.3mn) and the
future hydroelectric power plants are to have an installed capacity of
237.9MW. Hydroelectric power plant Buk Bijela will have an installed
capacity of 114.6MW, Foca - 51.7MW, Paunci - 36.6MW and Sutjeska - 35MW.
The future hydroelectric power plants are expected to produce
800GWh of power per year, which represents 15% of the total current
annual production of electricity in the Serb entity. The tender is to be
called in line with the decision of the RS government to go ahead with
the power plants' construction and the definition of the tender
criteria.
According to the government decision, interested parties are
to submit letters of interest in the prequalification phase of the
tender, on the basis of which the qualified ones will be invited to
negotiations with the commission for selecting the strategic partner.
Negotiations will be carried out only with those candidates, who have
revenues of at least EUR 5bn per year, capital of EUR 3bn and
consolidated profit of at least EUR 400mn for the last 3 years.
Moreover, the successful bidder should own electric power facilities
with an installed capacity of more than 2GW, of which at least half in
hydroelectric power plants.
Elektroprivreda RS has so far invested some
KM 11.5mn in preparatory works for the project, namely in the
preparation of technical documentation and land expropriation, among
others.
The project for the construction of the four hydroelectric power
plants will be implemented through a concession company jointly
established by the selected strategic partner and Elektroprivreda RS.
The selected strategic partner will have majority ownership in the
concession company, while Elektroprivreda RS will control a stake of
some 25-49%.
