AUGUST 30, 2010 – The type approval process, which will examine technical compliance of imported vehicles with European regulations and environmental standards, should start as early as December this year.
To kick start the process a network of test centers and technical services that meet the required standards, will be established.
"Public calls for the preliminary selection of technical services that will conduct the approval have been issued twice already. The broader public will be notified in due time, while in September the training and accreditation of theses services debuts, "says Ibrahim Mustafic, Associate for technical and educational activities at the Institute of Economic Engineering (IEE), who is also a member of the consortium for the Motor vehicle type approval and certification in BiH.
What the actual process means says Mustafic, is the protection of the BH territory from bad-quality cars from abroad, primarily from America and Asia.
"What does a bad car mean? It means that B-H can import only those secondhand vehicles that meet the EURO 3 standard in terms of exhaust gases (although there are some who believe that this should be the EURO 4)," he says.
The Motor vehicle type approval generally refers to those components, devices and equipment that contribute to greater security for all the traffic participants (active and passive safety), environmental protection and energy saving by reducing consumption of internal combustion engines.
This will affect the approval of light-signaling equipment, steering, braking system, the system of elastic support. Also safety belts, seats strength and reinforcement, airbags, fire protection, headrests, safety glass, safety of drivers against the steering-wheel, passenger cabin as well as the crash zones at the front and rear ends of a vehicle.
"As you can see the EURO 3 standard is not related only to the quality of exhaust gases, but concerns the complete vehicle," says Mustafic.
To the question whether the safety and environmental benefits will take a toll on the pockets of BH citizens, Mustafic responded: "Everything has its price. Better vehicles mean better quality of life, that is, the less polluted air, land and water. Ministry of Communications and Transport will soon determine the prices of services related to approval of vehicles," he says.
